【獎助】外交部「臺灣獎助金」作業要點
內容簡介:
一、外交部(以下簡稱本部)為執行臺灣獎助金(以下簡稱本獎助金)計畫,以鼓勵全球對臺灣、兩岸關係、中國大陸、亞太區域及漢學研究有興趣之專家學者來我國各大學校院或學術機構進行高級研究(advanced studies),特訂定本要點。
二、本獎助金獎助之研究主題以臺灣、兩岸關係、中國大陸、亞太區域、漢學研究等社會科學及人文領域為主。
三、本獎助金獎助之對象(以下簡稱受獎學人)如下:
(一)國外大學相關系所之外籍教授、副教授、助理教授、博士後研究、博士候選人、博士生或學術機構同等級別之研究人員。
(二)前款以外之人士,經駐外館處推薦。但研究主題以與我國有關之外交或兩岸關係為限。
目前已在臺從事研究、教學及就讀者,不得提出申請。
四、本獎助金內容如下:
(一)機票補助:
1.提供受獎學人來臺最直接航程經濟艙來回機票乙張之機票款補助。
2.機票款依實際購買價格核給補助,但各洲(地區)機票款補助之最高額度如下:
(1)東北及東南亞地區:新臺幣二萬五千元。
(2)歐洲及亞西地區:新臺幣六萬元。
(3)北美地區:新臺幣四萬五千元。
(4)中南美洲:新臺幣七萬五千元。
(5)非洲:新臺幣九萬元。
(6)大洋洲:新臺幣六萬五千元。
3.受獎學人抵臺後須繳交下列文件並簽收領據,以請領補助款:
(1)機票票根或電子機票。
(2)購票收據或購票證明文件。
(二)每月研究補助費:
1.教授、副教授、研究員及副研究員每月補助新臺幣六萬元。
2.助理教授、助理研究員、博士後研究、博士候選人、博士生及其他經駐外館處推薦之人士每月補助新臺幣五萬元。
3.受補助期限最短三個月,最長一年。
(三)本部提供受獎學人在臺研究期間意外傷害保險新臺幣一百萬元(附加意外傷害醫療保險)。
五、本獎助金名額由本部視每年經費額度訂定。
六、申請人應先進行線上申請,並將下列紙本文件送達駐外館處,以供初審:
(一)申請表。
(二)簡歷表(含著作目錄)。
(三)研究計畫(以三頁英文為原則,依學術研究體例撰寫)。
(四)推薦信兩份或推薦信乙份及任職單位最高行政主管同意函乙份。
七、遴選作業程序如下:
(一)駐外館處接受申請,查核申請人所提資料後,評估其學術影響力或潛力。
(二)駐外館處推薦人選時須敍明理由,以作為遴選之參考。
(三)本部聘請學者專家及各地域司代表組成評審委員會,負責遴選本獎助金之候選人。
(四)本部接獲候選人自行洽取之我國大學校院或學術機構「駐點研究同意函」後,候選人正式成為本獎助金受獎學人。
八、受獎學人應遵守之規定如下:
(一)受獎學人甄選時所提之研究計畫及研究主題原則上不得變更。未經本部同意任意變更者,本部得停止發給本獎助金。
(二)受獎學人應於計畫結束後三個月內送交研究成果(二十頁以上)。在臺期間得出席本部就其研究主題所舉辦之演講會或座談會擔任發表人或與談人。
(三)受獎學人受獎助期間不得同時受領我政府機關、公私立學校及其他學術機構所設置之獎助學金。
(四)受獎學人於中華民國停留期間,須遵守中華民國之法律。如有觸犯刑事法律並經起訴或行為嚴重失當者,受獎資格將被註銷。
(五)所有超出獎助金額度之費用,應由受獎學人自行負擔。
(六)受獎學人以口述或書面發表研究成果,應提及或載明「臺灣獎助金」對受獎學人之贊助與支持。
(七)受獎學人應自行規劃安排來臺研究各項相關事宜。
(八)受獎學人應於出發前將其抵、離臺程期及駐點研究單位資料送駐外館處備查。
九、受獎期限六個月以下者,駐外館處核發停留簽證;受獎期限六個月以上者,駐外館處核發居留簽證。受獎學人於前項情形免收簽證費。簽證上應註明「FR-臺灣獎助金學人」。
Guidelines to the Taiwan Fellowship
I.To encourage the experts and scholars worldwide who are interested in Taiwan, cross-strait relations, mainland China, the Asia Pacific and other facets of Sinology to conduct advanced studies at Taiwan’s universities or research institutions and promote academic exchanges, the Ministry of Foreign Affairs (MOFA) of Republic of China (ROC) has regulated the following guidelines.
II.The Fellowship recipients should be foreign professors, associate professors, assistant professors, and doctoral candidates of related departments of overseas universities, and research fellows of the same level in academic institutions abroad.
III.The fields of study should be in the social sciences and concern topics on Taiwan, cross-strait relations, mainland China, and the Asia Pacific or other aspects of Sinology.
IV.The granting and duration of the Fellowship:
1.The recipients can have one direct roundtrip economy class ticket partially or fully subsidized between their place of residence and Taiwan. After the recipients arrive in Taiwan, they must submit the stub of and receipt for their tickets as well as used boarding pass(es). Please note that there is a maximum subsidy for flights from each area. Should the cost of the ticket exceed the subsidy allowed, the difference must be covered by the recipient. Tickets are not provided to recipients who are already in Taiwan.
2.The monthly stipends, which are granted at the beginning of each month, are as follows:
(1)Professors, associate professors, research fellows, and associate research fellows: NT$60,000 (approx. USD$2,065); and
(2)Assistant professors, assistant research fellows, and doctoral candidates: NT$50,000 (approx. USD$1,725).
3.The minimum duration of a scholarship is 3 months, and the maximum is 1 year.
4.Accident insurance of NT$1 million is provided during the term of research in Taiwan. (This sum is also to cover any expenses incurred from the treatment of injuries.)
V.Applicants should submit the prepared English or Chinese documents to the ROC Embassy or Representative Office in their home country or where their research or study is based. The documents include:
1.Application form;
2.Resume (including a publication list);
3.Research proposal (Three pages in general. The proposal should be well-organized, as it will serve as a reference for the committee to evaluate the granting and duration of the scholarship);
4.Documents from an ROC university or research institution granting permission for the recipient to do research in Taiwan; and
5.Two letters of recommendation (original).
Those who are currently doing research in Taiwan can submit the application to MOFA directly.
VI.Recipients of the Fellowship should observe the following regulations:
1.The research proposal and research area provided in the application should not be changed unless approved by MOFA. Otherwise MOFA may terminate the Fellowship.
2.The recipients should submit a solid and concise article or monograph to MOFA within three months after the end of the project. During their stay in Taiwan, the recipients should participate in lectures or seminars related to their research topics and hosted by MOFA as speakers or discussants.
3.During the period of the Fellowship, the recipients are not allowed to receive any scholarships granted by governmental agencies, public or private education institutions, and other academic organization in Taiwan.
VII.The execution plan is as follows:
1.After the result of the selection process is approved, ROC Embassies and Representative Offices abroad will notify the recipients, who will have to sign the terms of agreement.
2.The recipients have to apply for a visa to enter Taiwan.
3.The recipients should arrange their research and visits in Taiwan by themselves.
4.Before departure, the recipients should submit the information about their itinerary (dates of arrival at and departure from Taiwan) and affiliate research institutions to their respective ROC Embassies and Representative Offices abroad for reference.
VIII.MOFA shall set other regulations for matters not covered under these guidelines, as needed.
