五、簡介：
近年來「假新聞」(Fake News)開始出現在全球的媒體語彙中，並迅速成為影響世界各地社會及政治的中心議題。回顧人類近代歷史，社會上各類流通資訊即被操縱在各種不同的媒介或權威者管理者手中。然而，當大眾、讀者長期信任這些媒介及其所代表權威性之後，卻在某些特定時期出現戲劇性的變化，並且造成社會及政治秩序的不穩定。為探究此議題，兩天的研討會旨在探討中國歷史上社會及政治媒體出現相對劇烈變化的三個時期，分別為：
（一）出版業開始興起的15世紀末到16世紀初期的明朝
（二）新式的新聞業開始出現的清末民初時期（19世紀末至20世紀初期）
（三）網際網路出現的20世紀末到21世紀初期
本研討會將審視這三個重大變化的影響層面及其歷史脈絡，一方面從一個歷史性的角度來分析不同時代的媒體情況；一方面尋找分析、解釋這些現象的範式(Paradigm)，例如：新的媒體以何種方式對舊有的媒介權威及社會、政治體制形成挑戰？這些媒體的消費者如何改變既有的讀者群？

施耐德、戴彼得兩位教授「寰宇漢學講座」報導

漢學研究中心於2017年10月3日舉辦2場寰宇漢學講座，邀請本中心「外籍學人來臺研究漢學獎助」訪問學人，德國哥廷根大學（Gottingen University）東亞研究中心施耐德（Axel Schneider）教授，以及國家圖書館科技部補助延攬副研究學者戴彼得教授，分享在臺研究成果。
第一場由德國籍施耐德教授演講「何謂保守主義？一個思想史的反思」，並邀請國立臺灣大學歷史學系陳弱水教授主持。施教授首先告訴聽眾，保守主義並不是懷舊思緒，或對於進步完全不感到興趣。它的出發點是對於現代性的反應或批判，而隨著啟蒙運動後人類文明、科學、工業的高速發展和普及，世界各國的保守主義漸漸抬頭：如六四事件後的中國，美國在80年代後的新保守主義，以及2000年以來的反啟蒙思維。
施教授說明現代性的四個特點，包括以人為中心的「我思故我在」的對象化思考；強調歷史的不斷進步，內建目的論的進步史觀；靠理性創造理想世界的「自我授權」；和充滿非既定性、不固定性的戲劇性等。保守主義包括對以上觀點都有所批評——包括古典保守主義，及歷史性保守主義等兩方面。然而，追根究柢保守主義者想要的絕非停滯，而是尊重傳統，穩定而和緩的改變。演講最後，施教授分享他近期研究章太炎、王國維、張爾田、劉咸炘等思想家的心得。他點出儘管保守主義分別從西方經驗、可觀察的歷史事證、倫理立場等角度對進步主義批判，然而，常常陷入只能提出理論，卻欠缺具體改善方案的窘境當中。
第二場由美國籍戴彼得教授演講「明朝初葉的書籍出版與贊助者」，並邀請中央研究院近代史研究所王鴻泰研究員主持。明代初葉出版業呈現相對低迷，之後包括1521至24年的大禮議等事件，才漸漸有所起色。戴教授提醒聽眾，在書籍出版的研究上有著很多難以單用量化解釋的部分，他並認為，目前所用來解釋明初出版業低迷的因素如書籍審查嚴格、程朱理學的影響力等，其案例有限，甚至未必足以支持其說法。
戴教授選擇以書序為切入點，「凡序文籍，當序作者之意；如贈送、燕集等作，又當隨事以序其實也」。他指出序的功用不僅是為讀者說明作者，也從中透露此書的出版資訊。他舉出《救荒活民書》、《讀杜詩愚得》等書為例，這些著作或由出版商、或由作者策動，請聲名卓著的大學士如楊士奇等為之作序，形同一種政府參與的助力，遂得以出版。在戴教授看來，每一部書序都反映出當朝社交網路的地圖。主持人王教授除深表同意外，也表示戴教授提供了一種新的觀察明初出版業的觀點。
施教授本次來臺研究，希望能完成他的新著作撰寫計畫，更深入地瞭解中國保守派思想家面對西潮的調適與轉化過程。戴教授自2015年獲得漢學中心「外籍學人來臺研究漢學獎助」迄今，已在國家圖書館發表過3場關於明代政治結構及出版業的專題演講，足證本館所藏資源之豐富。

為建立漢學研究優良環境，提昇國內研究水準，及鼓勵海外漢學家來台研究，國家圖書館漢學研究中心自民國70年成立以來，蒐集漢學資料即為首要工作之一。在國家圖書館的典藏基礎上，本中心制定蒐集方針，加強重點式蒐藏國內外漢學研究資料。近年來為提供國內外學者較為完整之漢學數位資源訊息，本中心於2004年編印《國際漢學研究數位資源選介》，2007年修訂重編，2010年重新修訂增補。
