清末民初遭逢內憂外患，卻為中華文化的新生種下契機。藉由汲取西方新知的眾多知識菁英、碩儒俊彥，敢於不畏傳統，傳播新思維，走在時代之前，不但改變了時局，更撼動了當代與未來的世代，締造中國近現代史上著名的「啟蒙時期」。

今夏，國家圖書館特邀集六位精深於近現代中華文化研究的學者教授，以「啟蒙者的身影——世紀之交的六大人物」為題，精心擘劃六場講座，帶領大家重回二十世紀交替之際的時空，閱讀嚴復、蔡元培、李叔同、顧頡剛、賴和、林語堂等六位學術文化界巨擘，如何懷抱熱血，啟迪當代的青年學思，又如何扭轉乾坤、開創新局。

「臺灣漢學講座」係國家圖書館漢學研究中心配合政府推動「臺灣書院」在海外舉辦之學術活動，以呈現臺灣與漢學研究成果，並宣揚具有臺灣特色的中華文化。自2011年起每年皆在海外舉辦六至七場「臺灣漢學講座」。

今（2014）年五月將與俄羅斯科學院東方研究所和德國萊比錫大學合作舉辦「臺灣漢學講座」，介紹豐富多元的臺灣研究數位資料庫。邀請中央研究院臺灣史研究所研究員兼副所長劉士永教授為主講人，第一場於5月14日在俄羅斯科學院東方研究所主講「Digital Resources and Taiwan Studies（數位資料與臺灣研究）」，以數個案例介紹數位典藏與數位學習國家型科技計畫（Taiwan e-Learning and Digital Archives Program）的挑戰和成果。

第二場於5月16日在德國萊比錫大學主講 「The Study of the Taiwan History of Medicine and Digital Resources: A Case Study of the 1939 Film "Malaria"（臺灣醫療史研究與數位資料：以1939年的瘧疾影片為例）」，概述臺灣醫療史，並以1939年的瘧疾影片為例，說明執行該領域研究時 使用數位資源的挑戰。

今（2014）年六月將與英國倫敦大學亞非學院合作舉辦「臺灣漢學講座」，邀請中央研究院近代史研究所林滿紅教授，以「The May 26, 1971 Note: A Basis for Taiwan’s Sovereignty Claim over the Diaoyutai Islets（有關釣魚臺的1971/5/26照會）」及「Taiwan, Manchukuo, and the Sino-Japanese War（臺灣、滿洲國與中日戰爭）」為題發表演說。本館特藏文獻組俞小明主任，也會在其演講後介紹臺灣漢學資源「Introduction on the Resources for Chinese Studies in Taiwan」。

劉士永教授係美國匹茲堡大學博士，研究專長為戰後臺灣經濟史以及醫學史；林滿紅教授係哈佛大學歷史與東亞語文博士，研究專長為中國近代史與臺灣史，兩位皆致力於臺灣研究之學術交流，講座內容勢必精彩，歡迎參加。

此次的三個合辦單位－－俄羅斯科學院東方研究所、德國萊比錫大學及英國倫敦大學亞非學院，皆為國家圖書館近兩年在海外設置的「臺灣漢學資源中心」合作單位。本館自2012年起陸續在世界各國重點大學或研究機構設置「臺灣漢學資源中心」，目前已有7個；旨在推廣我國學術研究成果和出版品，並加強與各國漢學研究單位合作，推動海內外漢學學術交流。

外交部於2010年成立「臺灣獎助金」，旨在鼓勵全球對臺灣、兩岸關係、中國大陸、亞太區域及漢學研究等社會科學及人文領域有興趣之專家學者來我國各大學校院或學術機構進行研究，促進學術交流。

「臺灣獎助金」2014年度於5月1日至6月30日受理申請，申請人請利用線上申請系統（http://taiwanfellowship.ncl.edu.tw/eng/apply01.aspx）填寫申請表及上傳相關文件。提交申請表後，請將所有申請文件之正本至遲於7月1日前寄至申請人之中華民國駐外館處。

※申請資格：國外大學相關系所之外籍教授、副教授、助理教授、博士後研究、博士候選人、博士生或學術機構同等級別之研究人員。
※獎助期限：三個月至一年（研究期間為2015年1月至12月）

The Taiwan Fellowship is established by the Ministry of Foreign Affairs (MOFA) in 2010 to encourage foreign experts and scholars in the fields of social sciences and humanities interested in researches related to Taiwan, cross-strait relations, mainland China, Asia-Pacific region and Chinese studies to conduct advanced research at universities or academic institutions in Taiwan.

The application period in 2014 for the Taiwan Fellowship is from May 1 to June 30. Please go to Online Application (http://taiwanfellowship.ncl.edu.tw/eng/apply01.aspx) and fill in the application form and upload relevant documents. By submitting, please send all the official copies of your application documents to your R.O.C (Taiwan) Embassy or Representative Office by July 1.

中華民國外交部鼓勵全球對臺灣、兩岸、中國大陸、亞太區域及漢學等各類研究有興趣的國外大學相關系所的外籍教授、副教授、助理教授、博士候選人與同級的研究人員等來我國各大學院校或學術機構進行研究，以培育未來各國在相關領域的專家，於2010年公布「臺灣獎助金作業要點」(The Taiwan Fellowship Program)，並委由國家圖書館漢學研究中心辦理行政業務及接待事宜。2013年度錄取81人，2014年度錄取101人，已陸續來臺研究。

《漢學研究》（季刊）計劃於2015年6月出版「漢字與思維」專輯，由清華大學中文系楊儒賓教授與中興大學林清源教授籌劃主編。論文以中、英文撰寫皆可，中文稿以不超過二萬五千字，英文稿以30頁以內為原則，體例請依照本刊「稿約」和「寫作格式」。專輯內容說明如下：
漢字自出現於文化舞臺以來，它作為思維與文化的載體極少被質疑過，六朝與明末時期，雖有音標之設想，但多為補充之議，且倡和者不多。但自二十世紀以降，則有漢字野蠻之說、漢字亡國之說，其時之論證多從底下兩點出發：一、漢字複雜，有礙知識普及；二、漢字是原始時代的產物，不可能文明。第一種論點有國族主義的時代背景，第二種論點預設了進化史觀。自資訊產業興起後，知識傳播的途徑大變，前一說已漸失說服力，而後一說也幾近明日黃花。然而，漢字此載體在資訊社會依然要面臨不少技術與本質的問題，機會與挑戰同在。

現代「普通語言學」的創立者洪堡，在他的名著《論人類語言結構的差異及其對人類精神發展的影響》中，主張各種不同的民族語言即代表不同的世界觀點。對於作為表意文字的漢字，洪堡認為：「那些對於漢語未採用拼音文字而感到驚訝的人，只不過注意到漢字可能帶來的不便和困惑，但他們忽略了一個事實，在中國，文字實際上是語言的一部分，它與中國人從自己的觀點出發看待一般語言問題的方式、方法密切關聯……在中國那裏發展起來的書寫方式本身，在某種程度上就是一件哲學作品」。

依洪堡開創性的研究，漢字與中國人的思維方式到底存在什麼樣的關係？而由漢字與思維之間的特殊關係所形成的世界觀點，又與其他語言所形成的世界觀點，存在什麼樣有意義的差異？這些問題即一一浮現。這些問題不僅深刻牽涉到對於整個中國文化發展之核心的理解，也涉及人類對世界理解之一般思想結構不同的問題。

漢字在傳統中文系的定位，常被歸為小學，小學其實不小，二十世紀的文化可以說是語言∕文字這類小學當家的世紀，對語言∕文字的反省構成了二十世紀人文思想的主軸。在可預見的將來，漢字作為東亞文化的載體不但不會改變，甚至有可能其地位會愈形穩固。由於在世界主要的書寫系統中，漢字兼具視覺與聽覺、表音與表義的功能特別顯著，漢字作為一種精神表達的媒介，其功能與拼音文字明顯不同。如何瞭解漢字與思維的關係，對重新反省我們的傳統，應該會有很大的意義。本專輯預定討論課題如下：
一、漢字結構與漢民族思想的關係
二、漢字與重要術語的關係
三、漢字的形音形式與古典文獻的表達方式
四、漢字的語法形式與三教思想
五、當代改革漢字之哲學思維
六、漢字、漢語與漢文化演變之思維

The Center for Chinese Studies is organized under the Ministry of Education and managed by the National Central Library, Taiwan. We are responsible for collecting and organizing materials related to Chinese studies as well as providing research-related services. The Newsletter for Research in Chinese Studies has been put out on a quarterly basis since January 1982 to report on research, teaching, events, and publications relating to Chinese studies. The Newsletter is primarily provided either an exchange or complimentary basis to individuals, organizations, groups, and libraries in both Taiwan and overseas that are involved with Chinese studies. We also take subscriptions from all over the world. Currently 2,000 copies of each issue are printed.
We would appreciate it if, your institution could provide us with information on activities related to Chinese studies such as those of individual scholars, seminars, academic activities, and publications. The Newsletter is published every February, May, August, and November and primarily covers events occurring from October-December, January-March, April-June, July-September, respectively. We look forward to receiving updates from you in the future and are certain that your contribution will help us provide a more complete picture of the community of researchers involved with Chinese studies.
